Owen Sound City Council has officially awarded a major roofing project at the Julie McArthur Regional Recreation Centre to Spinton Roofing Ltd., selecting the company as the lowest compliant bidder in a competitive tender process.
At Monday’s council meeting, members voted in favour of awarding Tender RFT-25-011 to Spinton for a total of $875,950.08, including the non-refundable portion of HST. The work will involve the full rehabilitation of Roof Section 1, a 40,000 square foot area covering the YMCA portion of the facility.
“This project is essential to address persistent leakage issues and to replace a roof section that’s reached the end of its useful life,” city staff said in their report to council.
The new roofing membrane is designed for a 20-year lifespan, after which it will be re-assessed and rehabilitated as necessary.
The tender process attracted ten bids, ranging from Spinton’s low of $875,950 to a high of over $1.6 million. Pretium Engineering Inc., the project’s design and inspection consultant, recommended Spinton’s submission as the most competitive and compliant.
The project was originally approved as part of the 2025-2029 multi-year capital plan, with $850,000 earmarked for the work. Due to updated cost estimates, council also approved covering a $70,950 shortfall using funds from the Canada Community Building Fund (CCBF) reserve. According to the report, sufficient funds are available in the reserve to absorb the additional cost.
Work is scheduled to begin shortly, with a substantial completion date of October 31, 2025. A $50,000 contingency fund has also been built into the contract for any unforeseen conditions, though any use of these funds will require city approval.
City officials have kept the YMCA of Owen Sound Grey Bruce informed throughout the project’s planning and tendering phases and will continue to coordinate with them as the work progresses to minimize disruptions to facility users.
In addition to addressing immediate infrastructure needs, the roof rehabilitation aligns with the city's Corporate Climate Change Adaptation Plan, strengthening the resiliency of local infrastructure and services against the effects of climate change.
A by-law will be brought forward at a future council meeting to authorize the Mayor and Clerk to execute the agreement with Spinton Roofing Ltd.
